As far as I know, it's the system sec where the agent is located. So if you happen to find an agent in 0.5 who keeps sending you to 1.0 space, you will get the best payouts, and the least worries.

In our C3, we make a point of leaving someone inside the site while switching ships. Otherwise we've had sites despawn merely because the rats were dead. No interaction with the containers at all. Came back to wrecks in empty space.
